Background Information

Organised by the Malta Institute of Accountant Financial Services Committee, coordinated by the MIA Banking Sub-Committee, this session shall tackle the implementation of IFRS 9 and the related impact of COVID-19 from a technical, practical and regulatory perspective.

Topics on the Agenda

During the session, the banker, the auditor and the regulator will present their views on the following: 
  • Management of Credit risk, and the indicators that are used in determining a significant credit risk
  • Model adjustments and overlays, put in by the entities
  • Governance surrounding such procedures
  • Financial reporting disclosures
  • Regulatory implications and guidance
Individual presentations will be followed by a panel discussion, moderated by Mr Robert Ancilleri, MIA Financial Services Committee member, during which the speakers will also be taking questions from participants.

Speakers profile

David Eacott is Head of Banking Supervision, responsible for the oversight of credit and financial institutions operating in and from Malta. David joined the MFSA in February 2020 after 22 years at the Bank of England including the UK’s Financial Services Authority. David was most recently responsible for the successful implementation of the UK’s ring fencing regime. During that time, he also helped the Resolution function with its implementation of the UK’s Resolvability Assessment Framework and led the Bank of England’s effort to improve the quality of internal audit functions within financial firms. During his supervisory career, David ran a number of teams responsible for oversight of large and medium sized banks, building societies and asset management firms. He was also a UK policy expert on the CRD and worked at the UK’s Permanent Representation in Brussels during the last UK EU Presidency negotiating its final legislative stages. David studied Modern European Studies at Loughborough University prior to joining the Bank of England.
Robert Ancilleri runs his own practice through Embark (Malta) Limited, providing accounting, business and regulatory advisory services. He holds a Bachelor of Accountancy (Honours) degree from the University of Malta and is a Certified Public Accountant with a practising Certificate in Auditing. Up to July 2018, he served as Chief Accounting Officer at HSBC Bank Malta Plc. Prior to that, he occupied senior management positions, responsible for finance at Banif Bank (Malta) p.l.c. and Volksbank Malta Group. Prior to moving into banking in 2003, Robert worked in audit and business advisory at MSD & Co., representatives of Arthur Andersen in Malta and Ernst & Young.
Gerard Walsh has 30 year experience in banking, across a number of Banks in South Africa, both local and international, primarily in the wholesale credit area. He has been with HSBC since January 2007, where he joined the South African office, until March 2014 when he was appointed Chief Risk Officer of HSBC Mauritius, covering both the domestic (Branch) and offshore (subsidiary) operations, gaining a Certified Anti-Money Laundering Specialist qualification in December 2017. In June 2018 he took the up the role of Head of Lending Services and Risk Governance with HSBC Bank Malta plc, and in June 2019, he took up the role of HSBC Bank Malta plc CRO.
Norbert Paul Vella is a Senior Manager at PwC Malta. He has over 13 years of professional experience in regulatory matters within the local banking sector and is the senior manager on the audit of various banks.  Norbert is accordingly well versed with IFRS 9 related Expected Credit Loss models and ongoing developments in this area.
