    Council Implementing Regulation (EU) 2023/2793 of 11 December 2023 implementing Regulation (EU) 2023/1529 concerning restrictive measures in view of Iran’s military support of Russia’s war of aggression against Ukraine

    In view of support to Russia’s war of aggression provided by the Iranian authorities six persons and five entities have been included in the list of natural and legal persons, entities and bodies subject to restrictive measures set out in Annex III to Regulation (EU) 2023/1529.

    Security Council 2653 Sanctions Committee Adds 4 Entries to Its Sanctions List

    On 8 December 2023, the Security Council Committee established pursuant to resolution 2653 (2022) approved the addition of four entries specified in the link to its Sanctions List of individuals and entities subject to the measures imposed by the Security Council and adopted under Chapter VII of the Charter of the United Nations.

    Council Decision (CFSP) 2023/2768 of 8 December 2023 amending Decision 2010/788/CFSP concerning restrictive measures in view of the situation in the Democratic Republic of the Congo

    On the basis of a review of the restrictive measures laid down in Article 3(2) of Decision 2010/788/CFSP, and considering the relevant circumstances and in view of the gravity of the situation in the DRC, those measures shall be renewed until 12 December 2024.

    On 14 November 2023, the Security Council Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh), Al‑Qaida and associated individuals, groups, undertakings and entities enacted the amendments to list entries and narrative summaries specified with underline and strikethrough, in connection with individuals and entities subject to the assets freeze, travel ban and arms embargo set out in paragraph 1 of Security Council resolution 2610 (2021), and adopted under Chapter VII of the Charter of the United Nations

    Council Implementing Regulation (EU) 2023/2576 of 13 November 2023 implementing Regulation (EU) 2017/1509 concerning restrictive measures against the Democratic People’s Republic of Korea

    On 13 November 2023, the Council of the European Union reviewed the lists of designated persons and entities set out in Annexes XV, XVI, XVII and XVIII to Regulation (EU) 2017/1509 and it decided that the restrictive measures against all persons and entities in the lists set out in Annexes XV and XVI to that Regulation should be maintained, with the exception of one deceased person designated in Annex XV to that Regulation whose entry should be removed. The entries for sixteen persons and four entities in those Annexes have been updated. On 29 June 2023 and 16 August 2023, the United Nations Security Council (‘UNSC’) Committee established pursuant to UNSC Resolution 1718 (2006) updated the information relating to twenty-three persons and one entity in the list set out in Annex XIII to Regulation (EU) 2017/1509. The entries for twenty-three persons and one entity in Annex XIII have been updated as well. Regulation (EU) 2017/1509 has been amended accordingly

    Council Implementing Regulation (EU) 2023/2573 of 13 November 2023 implementing Regulation (EU) 2022/2309 concerning restrictive measures in view of the situation in Haiti

    On 13 November 2023, the Council of the European Union decided to amend Regulation (EU) 2022/2309 following the United Nations Security Council (UNSC) Committee’s, established pursuant to UNSC Resolution 2653 (2022) decision of 20 October 2023 to update the information relating to one person in the list set out in Annex I to Regulation (EU) 2022/2309. Annex I to Regulation (EU) 2022/2309 has been amended accordingly.

    Council Implementing Regulation (EU) 2023/2501 of 9 November 2023 implementing Regulation (EU) 2016/44 concerning restrictive measures in view of the situation in Libya

    Council Implementing Regulation (EU) 2023/2504 of 9 November 2023 implementing Regulation (EU) 2016/44 concerning restrictive measures in view of the situation in Libya

    On 09 November 2023, the Council of the European Union decided that the entries for two persons and one entity should be deleted, and the restrictive measures against all other persons and entities maintained, in the lists set out in Annex III to Regulation (EU) 2016/44. Moreover, the identifying information for one person has been updated.

    Following the judgment of the Court of Justice of the European Union in Case C-413/21 P, the Council also decided that the entry of one listed person should be deleted

    Council Regulation (EU) 2023/2506 of 9 November 2023 amending Regulation (EU) No 224/2014 concerning restrictive measures in view of the situation in the Central African Republic

    Council Decision (CFSP) 2023/2487 of 9 November 2023 amending Decision 2013/798/CFSP concerning restrictive measures in view of the situation in the Central African Republic

    On 27 July 2023, the United Nations Security Council adopted Resolution 2693 (2023). That Resolution establishes that the arms embargo measures and the related notification requirements are no longer to apply to the supply, sale or transfer of arms and related materiel, and the provision of assistance, advice and training to the CAR security forces, including state civilian law enforcement institutions.

    On 09 November 2023, the Council of the European Union adopted Decision (CFSP) 2023/2487, which amends Decision 2013/798/CFSP in accordance with UNSCR 2693 (2023).

    Council Implementing Regulation (EU) 2023/2500 of 10 November 2023 implementing Regulation (EU) 2017/2063 concerning restrictive measures in view of the situation in Venezuela

    Council Decision (CFSP) 2023/2498 of 10 November 2023 amending Decision (CFSP) 2017/2074 concerning restrictive measures in view of the situation in Venezuela

    On 10 November 2023 the Council of the European Union reviewed the restrictive measures in place in accordance with Article 17(4) of Regulation (EU) 2017/2063. Based on that review, the restrictive measures against all persons in the list set out therein, with the exception of one deceased person, should be renewed until 14 May 2024, and the statement of reasons for 16 persons should be updated. Annex IV to Regulation (EU) 2017/2063 has been amended accordingly.

    Moreover, the Council has also reviewed the restrictive measures in place in accordance with Article 13 of Decision (CFSP) 2017/2074. Based on that review, the restrictive measures, including all designations, with the exception of one deceased person, should be renewed until 14 May 2024, and the statement of reasons for 16 persons should be updated as well. Decision (CFSP) 2017/2074 has been amended accordingly.

    Council Implementing Regulation (EU) 2023/2435 of 26 October 2023 implementing Regulation (EU) No 401/2013 concerning restrictive measures in view of the situation in Myanmar/Burma

    On 26 October 2023, the Council of the European Union reviewed the restrictive measures concerning entry 84 in Section A and entry 17 in Section B in the list of natural and legal persons, entities and bodies subject to restrictive measures set out in Annex IV to Regulation (EU) No 401/2013. On the basis of that review, the Council decided that those entries should be amended. In addition, on the basis of the updated information received, the entry for one other person included in that Annex should be amended
