BACKGROUND INFORMATION

Legal Notice 299 of 2023 - Accountancy Profession (General Accounting Principles in respect of certain Eligible Entities related to the business of Insurance) Regulations, 2023 (GAPEE), provides an option for eligible insurance entities to apply an alternative framework to International Financial Reporting Standards as adopted by the EU, and therefore, an alternative to IFRS 17.
During this session, representatives of the MIA Insurance Working Group will provide an overview of this recently published Legal Notice. Reference will also be made to the related communication issued by the Malta Financial Services Authority.

    SPEAKERS' PROFILES

    Mr Christopher Cardona is a Partner at PwC in Malta. He joined the firm’s assurance practice in 2008 after completing his studies at the University of Malta. Over the years he has specialised in servicing the insurance industry having worked on a range of assignments, including audits, accounting, regulatory and advisory engagements on a number of local and foreign, life and non-life principals as well as captive (re)insurance companies. 
    He has been actively involved in the run up to IFRS17, and is part of the PwC network’s team of experts having delivered training and other assurance and non-audit assignments relating to the impact of the standard. He is a Fellow member of the Malta Institute of Accountants and a member of the Financial Services Committee and its Insurance Working Group and through the MIA, has actively contributed to the development of GAPEE (
    Accountancy Profession (General Accounting Principles in respect of certain Eligible Entities related to the business of Insurance) Regulations, 2023).
    Ms Giselle Borg joined KPMG in 2003 after graduating as an accountant from the University in Malta. She spent the first 13 years of her career working within KPMG Malta’s audit department where she led audit and assurance engagements for various market players, with a focus on the financial services industry. During her time with KPMG, Giselle also worked with KPMG London’s audit department.
    Today, Giselle advises firms on governance, risk and compliance matters in the areas of corporate governance, regulatory reporting, risk management, internal audit, anti-money laundering and actuarial (including Solvency II and IFRS 17). Giselle also supports firms in their interaction with Regulators and in optimising their organisational structures for current and future regulatory requirements.
    Giselle also assists clients in establishing their regulated company in Malta. She has assisted entities with their regulatory licence application, including cross-border aspects such as freedom of services and establishment and general good requirements across European count
    Mr Mark Giorgio is an audit Director at Deloitte within the Financial Services Practice, focused on entities operating within the insurance, pensions and asset management industries. His experience includes servicing audit clients that operate in the life and general insurance industry, both locally and cross border, and currently acts as engagement director on the majority of Deloitte Malta’s insurance audit clients. Mark is a member of Audit & Assurance Committee.
