Mr David Delicata

MIA President

David is an Audit and Assurance Director with Deloitte Malta and is the firm’s Assurance Leader and Regulatory Leader. Over the years, David has led several audit and assurance engagements covering a wide range of national and multinational clients operating in different industries, but predominately in the consumer business and gaming sectors.   He currently acts as the Lead Client Service Director on a number of multinational public and private companies. David was elected as a member of the Council of the Malta Institute of Accountants in 2014 and its President as from October 2021.



Ms Maria Cauchi Delia

MIA CEO

Maria Cauchi Delia is the CEO of the Malta Institute of Accountants, leading the strategy of the approved professional accountancy organisation in Malta. She represents the Institute with top-level national and international stakeholders.

A certified public accountant, Ms Cauchi Delia has broad experience in the public and private sectors and has served in organisations both in Malta and abroad. She graduated from the University of Malta and is a Fellow Member of the Malta Institute of Accountants.


Mr Jean Paul Debono

Chairperson of the MIA SMP Group and Managing Partner Debono & Associates

Jean Paul Debono is a Certified Public Accountant and Practicing Auditor. He is specialized in accounts, taxation and financial reporting and has extensive experience in servicing local and international clients across a wide range of industry sectors. Before founding Debono & Associates, a multi-disciplinary firm offering audit, accounting, tax and advisory services, Jean Paul worked with various medium sized firms servicing both domestic and international clients.

He has an all-round grasp and knowledge of commercial affairs in Malta and is routinely involved in effective business decision making, advising on corporate structure, corporate finance and on the preparation of business plans.

Jean Paul is a member of ACCA, The Malta Institute of Accountants (MIA) and The Malta Institute of Taxation (MIT). He achieved a distinction in the Professional Certificate in Taxation by the MIT. He served as a Chairman of the MIA Young Members Committee, who now is a committee member and is Chairman of the Small and Medium Practices Advisory Committee.



Mr Mark Wirth

Deputy Chairperson of the MIA SMP Group and Partner Zampa Debattista

Mark is a Certified Public Accountant and Registered Auditor, specializing mainly in client accounting and business advisory services. He initially spent seven years working within the tax and audit service lines within one of the Big 4 audit firms in Malta. In 2017, Mark co-founded Mint Finance, an accounting and audit firm which eventually merged with Zampa Debattista on 1st January 2022. He is now a Partner at Zampa Debattista, responsible for the Client Accounting and Outsourcing Department.

Throughout his career, Mark has advised several clients operating in various industries, both locally and abroad.

Mark also lectured the tax module to students preparing for the ACCA examinations.”



Ms Marisa Xuereb

President at The Malta Chamber

Marisa Xuereb is President of the Malta Chamber of Commerce, Enterprise and Industry. An economist by education, she has worked in the FDI manufacturing industry for the past 25 years. She has also served on the Board of Malta Enterprise and of the Malta College of Arts, Science and Technology.


Ms Abigail Mamo

Malta Chamber of SMEs CEO

Abigail Agius Mamo has occupied the position of Malta Chamber of SMEs CEO for the last 8 years. Her experience and expertise revolve around economic topics of competitiveness and sustainability of enterprises, especially SMEs. She is an experienced lobbyist and represents the interest of businesses on a number of high-level fora.


Mr Zachary Cachia

Member of the MIA SMP Group and MIA Young Members Group and Partner ZC Financial Services

Zachary Cachia founded ZC Financial in 2014. The firm offers a wide range of services but it specialises in assisting clients to adopt the newest accounting and operational technologies to be able to add more value to their businesses.



Dr Malcolm Mallia

Founder at Lexco Compliance Solutions

Malcolm is a warranted advocate and holds a Doctor of Laws degree from the University of Malta, a Bachelor of Commerce degree in accountancy and business management, and an MBA from Henley Management College (UK). He has been involved in the field of compliance for the last 20 years supporting organisations become compliant to their relevant industry and legal standards. Malcolm is also a visiting lecturer at the University of Malta in the Faculty of Economics, Management and Accounts, a member of the Chamber of Advocates and an ISO 9001 auditor. Malcolm is also an MFSA approved Compliance officer.


Ms Rachel Zarb Cousin

Director Deloitte Malta

Rachel is a Director within the Tax business at Deloitte Malta and leads the International Tax service line. Rachel focuses on international tax consulting and advises both local and multinational clients operating in various industries including financial services and life sciences and health care. Rachel’s main focus is on group restructurings, inbound investment structuring and private equity investments. Rachel is the Grants and Incentives Leader at Deloitte in Malta where her responsibilities include advising clients on grants and incentives available locally as well as EU funding.


Mr Mirko Rapa

Partner PwC

Mirko is a tax partner at PwC Malta and provides tax advice to a wide and varied portfolio of clients. Over the last 20 years has provided tax advice to companies operating in a number of sectors and individuals taking up residence in Malta.

Some of the assignments in which Mirko was involved included assisting a number of leading multinational groups with tax due diligence exercises and structuring their operations in Malta.

Contributed to fiscal publications in respect of adequate substance requirements, transfer pricing, holding companies, fiscal implications of investing in Malta, exchange of information and setting up business in Malta.

Mirko also lectured in advanced taxation to students preparing for the ACCA and the Advanced Diploma in International Taxation (CIOT) examinations."


Mr Paul Giglio

Member of the MIA SMP Group and MIA Financial Services Committee and Partner Mazars

Paul Giglio is a Tax and Assurance partner at Mazars Malta and has been working on a number of local and international assignments for over 20 years. Paul is a member of various MIA committees and has been a guest speaker in a number of local and international tax conferences.


Ms Markita Falzon

Member of the MIA Direct Taxation Committee and Tax Leader at Zampa Debattista

Markita Falzon is a Certified Public Accountant and has been specialising in direct taxation since 2015. She has vast experience in corporate and personal tax compliance, succession planning, company restructurings and reorganisations and is also involved in tax advisory matters mostly related to domestic legislation. Markita is a member of the Malta Institute of Accountants and the Malta Institute of Taxation. She also forms part of the Malta Institute of Accountants, Direct Tax Committee.


Mr Carlsten Xuereb

Member of the MIA SMP Group and Director Rosemont (Malta) Ltd.

Carlsten is a Certified Public Accountant and Director at Rosemont (Malta) Ltd. Over the last 15 years he has assisted local and international clients in their personal and corporate structuring, Taxation and VAT matters; and other related regulatory requirements. He also has extensive experience in Trust and Fiduciary Services having previously worked with one of the Leading Banks in Malta in their Trust Services Department.

Carlsten forms part of the Malta Institute of Accountants, MIA SMP Group.


Ms Rebekah Barthet

Manager Mazars

Rebekah Barthet is a forensic investigation senior manager within the Business Advisory Department at Mazars in Malta. As an appointed Court Expert, she is involved in forensic investigations relating to financial crime. Rebekah is a certified public accountant. She holds an MSc in Forensic Accounting from the University of Portsmouth.


Mr Kenneth Farrugia

Director of the FIAU

Kenneth Farrugia holds a Bachelor of Accountancy (Hons) and a MA in Business Ethics. He is a Certified Public Accountant, a fellow member of the Malta Institute of Accountants (MIA) and a member within the Malta Forum of Internal Auditors (MFIA). Throughout his career Mr Farrugia held audit positions both within private audit firms and the public sector. Prior to joining the FIAU, for nine years up to 2017, he was engaged within the Internal Audit and Investigations Department (IAID) and as from November 2012 he headed the Department as Director General. Mr Farrugia has extensive experience in EU Funds Audits, Internal Audit, Risk Management, Financial Investigations and OLAF Anti-Fraud Coordinating Services (AFCOS) related matters. He provided support to the Internal Audit & Investigations Board (IAIB) to draft policies and procedures, to implement and manage the necessary change programmes and served as Secretary to that Board. Mr Farrugia participated in various meetings, seminars and conferences organised by the European Commission in the fields of auditing and financial investigations.

In 2017, Mr Farrugia joined the FIAU, Malta’s government agency established to combat money laundering and the funding of terrorism. Mr Farrugia provides strategic direction to the various sections of the Unit, including the section responsible for intelligence analysis, the AML/CFT supervisory and enforcement teams of the FIAU, and legal and international relations section. Additionally, Mr Farrugia together with the FIAU Management team initiated a process of reform/restructuring of the FIAU overall operations to better meet the challenges emanating from ML/TF risks in Malta. Mr Farrugia frequently represents the FIAU in international fora including the EBA AMLC, FIU Platform and EGMONT among others.


Dr Joseph Giglio

Senior Partner LexPractis

A graduate in Doctors of Law from the University of Malta since 1993. My area of specialization is Criminal Law and I am an attending lecturer and examiner in Criminal Law at the Faculty of Law at the University of Malta. I am the founding partner of LexPractis Legal.



Mr Alan Craig

MIA Anti-Money Laundering Committee Member, Partner Mazars

Alan is a member of the MIA’s Anti-Money Laundering Committee. He heads the Business Advisory team within Mazars in Malta and is responsible for a specialised and multi-tasked team of professionals with skills in cybersecurity, risk and control, forensics and investigations, financial crime compliance. He has worked closely with both the local competent authorities and business community in the field of financial crime compliance and investigations and is a Court appointed expert in financial crime. Alan is a certified public accountant.



Ms Ariane Azzopardi

Chairperson of the MIA Anti-Money Laundering Committee Chairperson and Director KPMG

Ariane Azzopardi is a Director within the Quality and Risk Management function. She has over fifteen years’ experience in this field, and is the delegate of the Risk Management Partner at KPMG in Malta. She is involved in the implementation and monitoring compliance with quality and risk management policies and procedures in KPMG in Malta also handling compliance and risk management queries, including those related to the Prevention of Money Laundering and Financing of Terrorism (PMLFT) and ethics and independence. She delivers sessions on PMLFT at the KPMG roundtable and also at various other seminars and conferences.

Ariane is the chair of the PMLFT sub-committee at the Malta Institute of Accountants and a committee member of the PMLFT sub-committee at the Institute of Financial Services Practitioners. 


Mr Fabio Spiteri

Ultra triathlete

Fabio Spiteri is a semi pro athlete and coach. He has been in competitive sports over 26 years. Fabio coaches both adults and children at the National School of Sports & Shamrock Nursey. He also holds the current national record for Double and Triple Ironman, and is the the 2nd fastest cyclist in the world; cycling round Sicily 1000km nonstop in under 2 days.

Fabio is currently training for the biggest challenge yet, the world cup race 5x Ironman - 19km swimming, 900km biking/211km running.
