Ms Maria Cauchi Delia

CEO of the Malta Institute of Accountants

Maria Cauchi Delia is the Chief Executive Officer of the Malta Institute of Accountants, the sole professional accountancy body in Malta. In her role, she leads the institution in the fulfilment of its strategic objectives, in advising national and international institutions in matters concerning the profession and the wider financial industry and represents the MIA in its engagements with key stakeholders at both national and international level.

As a certified public accountant, Ms Cauchi Delia brings extensive expertise gained from her diverse experience in both the public and private sectors, having worked in various institutions in Malta and abroad. She holds a degree from the University of Malta and is a Fellow Member of the Malta Institute of Accountants.



Mr Mark Bugeja

President of the Malta Institute of Accountants, and Managing Partner at Grant Thornton

Mark Bugeja is the President of the Malta Institute of Accountants, which, along the MIA council, sets the overall direction of the Institute and ensures that it continues to develop in line with its mission and values.

Mark is currently the Managing Partner of Grant Thornton and has been practicing, mainly in the field of auditing, since he completed the B.A. (Hons) Accountancy course at the University of Malta in 1987.



Dr Pauline Saliba

Executive Secretary of the National Coordinating Committee for Money Laundering and Financing of Terrorism

Dr Pauline Saliba is the Executive Secretary of the National Coordinating Committee on Combating Money Laundering and Funding of Terrorism (NCC). Dr Saliba has a long-standing career within the public sector.

After spending fifteen years in the Economic Policy Department of the Ministry for Finance, in 2019, Dr Saliba took a position as a senior manager within the NCC Secretariat.

In 2020, Dr Saliba was promoted to Chief Economics Officer and held this position until she took her role as Executive Secretary and Head of the Secretariat in February 2023. With regards to educational achievements, Dr Saliba primarily graduated from the University of Malta in 2003 with a Bachelor of Commerce with Honours in Economics. Subsequently, she read her Master of Science degree in Development Finance at the University of London, where she graduated in 2006.

In 2018, Dr Saliba defended her doctoral thesis entitled “The Role of the EU's Official Development Assistance (ODA) in Fostering Economic Growth in Sub-Saharan African Countries.”

From then on, Dr Saliba has participated in several training and outreach events in Malta and internationally in relation to the anti-money laundering, countering terrorist financing and countering proliferation financing and targeted financial sanctions evasion related risks.



Dr Geraldine Spiteri Lucas

Registrar of Companies, the Registrar of other Legal Persons and the Chief Executive Officer of the Malta Business Registry

Dr Geraldine Spiteri Lucas is a lawyer by profession and is currently the Registrar of Companies, the Registrar of other Legal Persons, and the Chief Executive Officer of the Malta Business Registry. She sits as member and representative of the European Region on the executive committee of the Corporate Registries Forum, which brings together registries from all across the globe. Dr Spiteri Lucas is also a member of the board of examiners for the Department of Commercial Law at the University of Malta.



Mr Joseph Caruana

Commissioner for Tax and Customs at the Malta Tax and Customs Administration

Mr Joseph Caruana began his career with the Public Service in 1977. Along the years he progressed through the ranks and served in various roles, namely as Director Corporate Services within the Ministry for Resources and Rural Affairs, as Head of the Maltese Paying Agency and as Director General for Fisheries.

From 2013 up to 2021 he served as Permanent Secretary within the Ministry for Education and Employment, the Ministry for Finance and Financial Services and the Ministry for Transport, Infrastructure and Capital Projects respectively, wherein he brought about a number of reforms and was responsible for the implementation of various strategies, polices and projects.

Mr Caruana was appointed Commissioner for Tax and Customs on 1st February 2022 wherein he is implementing the digital transformation of the Malta Tax and Customs Administration.



Ms Martina Mifsud

Head of Risk & Compliance (Advisory) at ARQ Group

Martina Mifsud is the Head of Risk & Compliance (Advisory) within ARQ Group. Over the past 12 years, Martina has been engaged in several audits, business risk assessments and remediation plans for financial institutions, gaming companies and DNFBPs. She regularly delivers training to staff of various institutions.



Mr Yehuda Shaffer

Consultant

Former head of the Israeli FIU and deputy state attorney. Participated in several AML/CFT mutual evaluations, and provided assistance in several jurisdictions, on issues regarding ML TF sanctions and risk assessments, compliance programs for financial institutions, and training of supervisors investigators prosecutors and judges.



Dr Wayne Pisani

Partner and Head of tax, regulatory and compliance services at Grant Thornton

Partner at Grant Thornton and vice-president of the Institute of Financial Services Practitioners (IFSP), with a distinguished role on the steering committee of the Malta Financial Services Advisory Council, Dr Pisani is at the forefront of shaping regulatory frameworks.

At Grant Thornton, Dr Pisani heads the tax, regulatory, and compliance practice, advising a diverse clientele, spanning from private clients to NASDAQ listed companies. He specializes in navigating cross-border regulatory landscapes, providing strategic solutions across various industry sectors.



Dr Gianluca Busuttil

Senior Manager at Deloitte Malta

Gianluca is a senior manager within the Tax & Legal team at Deloitte Malta, specialising in AML/CFT and related areas of regulation, and managing the provision of Deloitte Malta’s Tax AML services.

In recent years, Gianluca has advised on the regulatory implications of ML/TF activities with tax crimes as a predicate offence, and on the inherent and residual ML/TF risks applicable to subject persons within the Maltese gaming ecosystem.



Ms Deborah Gatt

Senior Manager at PWC

Deborah is experienced in providing specialist anti-financial crime and compliance function advice to regulated businesses. She is a banker by profession and joined PwC following 21 years at a leading international bank, where her last stint was Acting Head of Financial Crime Compliance unit and MLRO.

She leads PwC Malta’s Financial Crime Compliance Team coordinating expertise in a variety of fields including AML/CFT, bribery and corruption and sanctions compliance.

Throughout her career she sat on the Joint Money Laundering Steering Committee for several years, covered different roles in Malta’s National Risk Assessments and took part in a number of Moneyval evaluations. She currently sits on the AML/CFT Consultants Forum, a public private initiative launched by FIAU and on the IFSP AML sub-committee.



Ms Ariane Azzopardi

Chairperson of the MIA AML Committee and Director within the Quality and Risk Management function at KPMG

Ariane Azzopardi is a Director within the Quality and Risk Management function. She has over fifteen years’ experience in this field, and is the delegate of the Risk Management Partner at KPMG in Malta. She is involved in the implementation and monitoring compliance with quality and risk management policies and procedures in KPMG in Malta also handling compliance and risk management queries, including those related to the Prevention of Money Laundering and Financing of Terrorism (PMLFT) and ethics and independence. She delivers sessions on PMLFT at the KPMG roundtable and also at various other seminars and conferences.

Ariane is the chair of the PMLFT sub-committee at the Malta Institute of Accountants and a committee member of the PMLFT sub-committee at the Institute of Financial Services Practitioners.



Dr Jonathan Phyall

Head of the FIAU’s Legal Affairs Section

Dr Jonathan Phyall is the Head of the FIAU’s Legal Affairs Section. A lawyer by profession, he joined the FIAU in 2016 and has represented Malta and the FIAU in a number of European and international fora as well as being heavily involved in the drafting of amendments to the Prevention of Money Laundering Act, the Prevention of Money Laundering and Funding of Terrorism Regulations, and the Implementing Procedures.



Mr Daniel Abela

Deputy Head (Financial Crime Compliance) at Malta Financial Services Authority

Daniel Abela joined the Malta Financial Services Authority in 2022 as the Deputy Head of the Financial Crime Compliance Function. He is responsible for the Onsite Inspections Team and leads his team for numerous interactions with the subject persons.

Prior to joining the Authority, Daniel worked for some years in the Consultancy business related to Financial Crime.

He also has over 15 years of experience in Banking where he worked in various areas such as Retail Banking, Wealth Management and Financial Advisory.

He was also employed in the Financial Crime Compliance department of an International Bank, where he was responsible for the areas of Commercial & Corporate Banking, Global Trade & Receivable Finance, Global Banking & Markets, Wholesale Credit Risk and Global Asset Management.

He holds qualifications from both the ICA and ACAMS in relation to AML, Sanctions, Anti-Bribery & Corruption, Human Trafficking & Modern Slavery, and is also a Certified Crypto Currency Investigator from the Blockchain Intelligence Group.



Ms Angela Fleri Soler

Member of the MIA AML Committee and Risk & Reputation Leader, Quality & Risk Management at Deloitte

Ms Angela Fleri Soler is the Partner in charge of Quality & Risk Management at Deloitte. In addition to this, she fulfills the role of the firm’s Risk & Reputation Leader, Director of Independence, Ethics Officer and is also the firm’s MLRO. Angela also sits on the Risk Management Committee of Deloitte Central Mediterranean.

Angela forms part of the Ethics Committee and the AML Committee at the Malta Institute of Accountants, together with the AML Committee of the Institute of Financial Services Practitioners.



Dr Rakele Cini

Legal Consultant

Dr Rakele Cini is an independent legal consultant with many years of experience in AML/CFT, regulatory and compliance advisory.

She set up rklAdvisory which primarily advises local & international firms / practitioners operating within the regulated industries on matters relating to the prevention of money laundering & funding of terrorism, due diligence, risk management, good governance, and other compliance areas.

She is invited to lecture regularly by private institutions and regulatory bodies on these topics. She was previously head of Risk & Compliance at BDO Malta and, prior to that, formed part of the practice protection group at Deloitte Malta for numerous years.

Rakele is an active member of the PMLFT sub-committee at the Malta Institute of Accountants and the Institute of Financial Services Practitioners.



Dr Etienne Borg Cardona

Founding Partner at Capital Advisory

Etienne Borg Cardona is a certified public accountant by profession and holds a Ph.D. in leadership and management from Cranfield University, UK.

Following a thirty-year career in leadership positions in the private sector, in 2017 he set up Capital Advisory, an independent consulting firm advising on corporate finance, financial management and corporate governance.

He is licensed by MFSA as a CSP and currently sits as an independent nonexecutive director on boards of listed, regulated, and private local and international companies in various industry sectors.

He is a Fellow of the Chartered Association of Certified Accountants and of the Malta Institute of Accountants, where he was elected to council between 2012 and 2021. He is currently a council member of the Institute of Financial Services Practitioners (IFSP), Malta, where he chairs the Directors’ and Corporate Service Providers subcommittee, and a member of the Institute of Directors UK.


Dr Manfred Galdes

Managing Partner at ARQ Group

A lawyer by profession, Manfred has over the past 23 years held leading roles in the area of regulatory and AML compliance. He leads a multi-disciplinary team at ARQ that advises major domestic financial institutions and top-tier gaming companies, assisting them in ensuring compliance with a range of applicable laws. He is also a non-executive director and chair of the Risk Committee of HSBC Malta plc and Strategy Director of the ACAMS Malta Chapter. Manfred is the former director of the FIAU, Malta’s chief AML/CFT supervisory authority and FIU, a position he held for eight years.



Dr Christabel Coleiro

Associate (Enforcement) at FIAU

Christabel Coleiro is a warranted lawyer by profession. As an associate within the FIAU’s Enforcement Section, some of her responsibilities centre around the handling of cases post-examination, specifically focusing on corrective actions. Dr Coleiro obtained her Bachelor of Laws (Hons) degree and Master of Advocacy degree in 2019 and 2020 respectively.



Ms Joette Sciortino

Member of the MIA AML Committee and Partner at EY

Joette Sciortino is a Partner at EY Malta. She joined the firm in 2006 after obtaining a Degree in Accountancy from the University of Malta. She has significant experience in the financial services industry particularly in supporting and leading various financial crime and regulatory projects. She has been seconded to EY UK whereby she has led various cross-border financial crime engagements. Joette is a member of the Malta Institute of Accountants and a Certified Public Accountant.



Dr Liza-Marie Cassar

Manager at FIAU

Liza-Marie Cassar joined the FIAU as an associate five years ago and is currently a manager within the Enforcement Section, with a particular focus on corrective actions. Dr Cassar is a warranted lawyer by profession and prior to joining the FIAU, she was an associate with a Maltese law firm.



Ms Lucienne Pace Ross

MIA Vice-President, Member of the MIA AML Committee and Assurance Partner at PwC Malta

Lucienne Pace Ross joined PwC in 1997 after obtaining a degree in Accountancy from the University of Malta. She is also a member of the Association of Chartered Certified Accountants (FCCA) and the Malta Institute of Accountants (MIA), and a Certified Public Accountant (CPA). Lucienne was appointed as Asssurance partner at PwC on 1 July 2006.

Lucienne acts as the quality and risk management partner and MLRO to the firm. She is a council member at the Malta Institute of Accountants as well as actively involved in the Auditing and AML Committees of the Institute.



Mr Clifton Grech

Manager, Intelligence Analysis - Operations at FIAU

Clifton Grech, a Fellow of the MIA and ACCA with over a decade of experience in the accounting and auditing industry. In 2020, driven by a passion for combating financial crimes, he transitioned to the FIAU where he now leads a specialized operational team.



Dr Roxanne Borg

Senior Legal Officer - Guidance and Outreach at FIAU

Dr. Roxanne Borg is a senior officer within the Guidance and Outreach Team (Legal Affairs Section) of the FIAU, which team is responsible for identifying and responding to the guidance needs of subject persons. Roxanne joined the FIAU in 2019 and has been involved in multiple projects related to AML/CFT. As part of her work, Roxanne also represents the FIAU by participating in outreach efforts among the private and public sector. Roxanne studied law at the University of Malta and is a warranted lawyer.



Mr Alan Craig

Deputy Chairperson of the MIA AML Committee and Advisory Partner at Mazars in Malta

Alan is the deputy chairperson of the MIA’s Anti-Money Laundering Committee. He heads the Business Advisory team within Mazars in Malta and is responsible for a specialised and multi-tasked team of professionals with skills in financial crime compliance, forensics and investigations, cybersecurity, risk and control. He has worked closely with both the local competent authorities and business community in the field of financial crime compliance and investigations and is a Court appointed expert in financial crime. Alan is a visiting lecturer at the University of Malta and a certified public accountant.
