Executive Committee
The Executive Committee is responsible for the following:
  • Day-to-day running of the Institute's affairs within the policies and objectives set by Council;
  • Ensuring that proper financial control is exercised in the running of the Institute’s affairs including ensuring that a yearly budget is prepared on a timely basis for discussion and approval by Council and the preparation of periodic management accounts to be submitted to Council;
  • Formulating strategies for the promotion of the accounting profession and to make recommendations to Council in this regard;
  • Overseeing the workings on the Institute’s Committees and to recommend changes to these Committees to Council;
  • Ensuring that Council is provided with the required information and where appropriate with sound recommendations backed up by adequate research and analysis;
  • Advising the President on matters which should be put on the Institute’s agenda for discussion, resolution and decision;
  • Implementing or overseeing the implementation of Council decisions.

FEE Representation Committee  
The FEE Representation Committee is responsible for the following:  
  • Overseeing the participation of appointed members in the respective FEE Working Groups/Parties;
  • Managing the provision of feedback to the Executive Committee or the President as the case may be;
  • Quarterly reviewing issues for importance, suggestions to Council, means of communication to Members, action required.

Investigations Committee  
The Investigations Committee is a standing committee required by Statute, charged with investigating complaints against Members. Its Objectives/Responsibilities are:  
  • To co-ordinate investigations with the Accountancy Board under the new joint investigations and disciplinary regime;
  • To assist the joint Investigations Committee with the Accountancy Board to keep records of decisions.

Disciplinary Committee  
The Disciplinary Committee is a standing committee required by Statute, charged with deciding cases of a disciplinary nature. Its Objectives/Responsibilities are:  
  • In conjunction with the Accountancy Board to carry out disciplinary procedures on reported cases;
  • To assist the joint Disciplinary Committee with the Accountancy Board to keep records of decisions.

The chairman appoints Members to sit on the disciplinary committee from a list of ten on a case by case basis.

 
Education Committee  
The Education Committee is a standing committee required by Statute. Following the setting up of the Joint Examination Scheme and the joint venture with BPP, the responsibilities of this committee comprise:  
  • To scrutinise the experience record and academic qualifications of prospective members or of AIA’s applying to upgrade to MIA;
  • To monitor the activities of the school joint venture;
  • To provide oversight of member educational needs.

CPE Committee  
The main responsibilities of the CPE committee are:  
  • To set minimum standards which should be met by the Institute’s CPE programme – CPE should be both relevant, closely mirroring Members’ needs, and delivered to a sufficiently high standard to meet the reasonable expectations of even the more discerning members;
  • To formulate strategies for the reengineering of the Institute’s CPE programme with a view to meeting the set standards in a financially feasible manner;
  • To report to Council its recommendations with respect to the above and to oversee the implementation of the approved strategy;
  • To set the CPE programme in line with the agreed upon strategy and in coordination with the other committees;
  • To coordinate the CPE programme;
  • To oversee CPE accreditation.

Ethics Committee  
The objectives of the Ethics Committee include:  
  • To monitor developments, both in Malta and internationally, of an ethics nature and ensure that the locally applicable regulations are in line with such developments;
  • To draft papers or guidance notes on behalf of the Institute on any ethics issues which it believes may be subject to interpretations or on which there might be room for direction from the MIA;
  • Following Council approval, to present these to the Accountancy Board or other regulatory bodies for their consideration and adoption / implementation, or to issue any guidance notes to Members, as the case may be;
  • In conjunction with the CPE Coordinating Committee, to organise relevant, effective, (including case study style) CPE activities.

Taxation Committee  
The Taxation Committee’s responsibilities are:  
  • To monitor direct and indirect tax developments, including the review of new laws;
  • To recommend to Council any action that may be considered appropriate including the making of representations to the relevant authorities;
  • To establish and foster dialogue between the Institute and the relevant authorities through the holding of regular meetings and other means;
  • To keep Members informed of any significant developments and where appropriate to provide them with guidance in relation to direct and indirect tax issues;
  • To assist the CPE Committee in the organisation and delivery of CPE activities related to direct and indirect taxation issues;
  • To co-operate with Malta Institute of Taxation, IFSP and the Chamber of Advocates in the debate of important and current issues and fiscal developments through the Direct Taxation Advisory Committee (DTAC);
  • To endeavour to prepare common position papers, recommendations and reactions to fiscal laws, rules and regulations (at DTAC level) that may not have received an appropriate level of consultation by the Maltese tax authorities.

Small & Medium Sized Practices Advisory Committee (SMPAC)  
One of the main objectives of Council is the projection of the Institute as an all-inclusive professional body. The SMPAC has one important element in the achievement of this objective.  

The main objective of the SMPAC is to ensure that the small practitioner’s point of view is taken into account in the decision-making process of the Institute. The relevant Institute’s Committees should have at least one member who is also a member of the SMPAC.

The agenda of the SMPAC should therefore reflect the agenda of the Institute.

The main responsibilities of the Accounting Committee are:

  • To liaise with regulatory authorities on accounting issues and to establish regular communications with these institutions to ensure that the Institute is consulted before measures affecting the accounting profession are implemented;
  • To consider if there are any issues stemming from Maltese law application;
  • To support and assist the CPE Committee in the organisation and content of CPE activities involving accounting issues.

Auditing Committee  
Main responsibilities:  
  • To consider and resolve specific issues of an auditing nature as they arise;
  • To liaise with regulatory authorities on auditing issues and to establish regular communications with these institutions to ensure that the Institute is consulted before measures affecting the auditing profession are implemented;
  • To consider if there are any issues stemming from Maltese law application;
  • To support and assist the CPE Committee in the organisation and content of CPE activities involving auditing issues;
  • To observe the application of Quality Assurance reviews by the Quality Assurance Oversight Committee, identify areas where the Institute can provide practice support to its Members and determine the nature of such assistance, such as seminars, workshops, practice aids and peer reviews;
  • To look into the possibility of recommending thresholds exempting smaller entities from having an audit, or to look into the possibility of recommending an alternative form of assurance for smaller entities.

The objective of the PAIB Committee is to promulgate issues targeted to accountants in business through:

Anti Money Laundering Ad-Hoc Committee  
The objectives of this ad-hoc committee include:  
  • To study the relative issues resulting from the application of anti-money laundering legislation to accountants and auditors;
  • To issue guidance to Members as appropriate on this issue;
  • To keep Members updated on anti-money laundering issues and to organise appropriate CPE events.
